Kodi works just fine on Raspbian/Raspi OS on the Pi 4. What is Raspbian X nighthawk? If it is a third party OS you have to ask its devolopers about it.

but the psx-rearmed ( from retroarch ) runs a lot of better with the vc4 driver, than the legacy driver... and i cant start retroarch, without the vc4 driver. i use archlinux on the raspberry ... There is no Oficial Kodi PPA for linux ARM. Latest version available for Raspbian is 18.6. You have to wait for 18.7
to reach the repo.

Check Kodi binary name, with top for example, it has different names depending on the Pi version you are using. For Kodi on the Pi 4 should be kodi.bin_v8.
