ps ax |grep -q '[a]vconv.*mpg'

I haven't tried that yet (away from my Pi). But I don't think it would work.
avconv is an app, and it can show up as avconv or /path/to/avconv and it has no "."

Would simply changing this to:
ps ax | grep -q 'avconv*mpg'
do the trick ?

Well, it doesn't in my case - it always produces the .off file unfortunatelly.

The loop is supposed to watch for ongoing OctoPrint timelapse compression, and another one that watches if the input power is present, and if not shuts down the Pi. Sorry, but I've tried that (forgot to mention it before). Same thing - works when tried under a shell, and doesn't when run from rc.local. What do you mean all those commands ? Hi,

And what does the Pi UPS do when the power goes back on when the Pi is in the process of shutting down ? Does it wait for the Pi to shutdown and the reboots it or do one need to reboot the Pi manually in that case to get it back to the OS ?
