You say running the update shows LC-ALL=en_GB.UTF-8 with a hyphen in LC-ALL However, the output from locale shows LC_ALL=en_GB.UTF-8 with an underscore in LC_ALL and all other values for LC_etc. May be that could be the issue. If you are using Raspbian OS you do not need to install a driver as it is included in the image.

You should just need to set up the wifi configuration correctly to get it working.

Just checked the WN722N wifi on https://wikidevi.com/wiki/TP-LINK_TL-WN722N and it appears there are at least 3 versions. I have 8822bu drivers available compiled for Raspbian OS.

In crontab you probably need to include the directory where your script is. e.g. * * * * * /home/pi/myscript.sh or whatever it actually is.
