REQ: Dedicated section for Graphics Programming

I'd already started a thread for this, but just realised this is the 'right place'.

There's a link in my sig which shows there is interest from many parties.

The idea is it would coverOpen GL ES, OpenVG and anything else related - like GPU discussion.
